- In a chest in the basement of the Grand Lift of Dectus.
To get to the basement of the Grand Lift of Dectus, you must first activate the lift by completing the following steps:
- Travel to the Divine Tower of Dectus.
- Use the Site of Grace at the top of the tower.
- Talk to Melina.
- Select the option to activate the Grand Lift of Dectus.
Once the lift is activated, you can travel to the basement by using the elevator at the bottom of the tower.
Once you are in the basement, head to the eastern end of the room and look for a chest in the corner. The Raptors Black Feathers will be inside the chest.
